When they say cats have nine lives, it actually just means that if you get reincarnated as a cat you have to do it nine times before getting reincarnated as something else. Catwoman does have ten lives, but she is different because if you’re reincarnated as Catwoman, you can alternate other Batman villains in between your Catwoman reincarnations. So, compared to being an actual cat, it takes a longer time before you can move on to other reincarnations and never be Catwoman again, but it’s less dull and repetitive while you’re doing it.
